Position Summary Information

 

Job Description Summary
The purpose of this position is to serve as a multi-disciplinary Human Resources Assistant Director to provide expert guidance and advice for various full-time, part-time, temporary, and contract employees. This is accomplished by conducting classification and compensation analysis, providing database management of the Human Resources Information System, coordinating a variety of special projects, managing assigned program areas on a constant and on-going basis, and other duties as assigned.

Minimum Qualifications
Bachelor’s degree.
Five years human resource management experience.
Experience with electronic applicant tracking systems.
Supervisory experience.

Required Job Knowledge, Skills, Abilities
Ability to deliver a high level of service to internal and external customers. Broad knowledge of employment laws and regulations. Effectiveness in multi-tasking, time management and attention to detail. Ability to work both independently and in a team environment. Demonstrated ability to maintain confidential information.

Preferred Qualifications
Experience with the Texas Workforce Unemployment Claims process.
Certified as PHR, SPHR, SHRM-CP, SHRM-SCP.

COMPENSATION

Manage, develop, implement, and maintain the College’s classification and compensation programs. Coordinate and prepare position descriptions; classify and evaluate new positions; analyze and re-evaluate positions submitted for re-classification. Provide information regarding the job classification process, the College’s classification and compensation policies, and procedures to individuals on a one-to-one basis. Maintain job descriptions, revising and correcting job descriptions as necessary.

Monitor, analyze, and recommend personnel actions to ensure compliance with wage/hour regulations and Fair Labor Standards Act for regular/temporary positions on full/part time schedules.

Respond to internal and external requests for information; research information, perform analysis of data, and prepare reports; participate in salary surveys, analyze comparative data, recommend changes and/or modifications to salary structure, and provide salary information and support for the College budget development process.
 
Job Duty
TRAINING & DEVELOPMENT

Assess training needs; develop, manage and deliver training programs for campus community. Provide direction for learning, development, and leadership initiatives. Evaluate effectiveness of programs.

Plan, develop, and conduct employee training and/or informational sessions on HR programs; schedule session, arrange for meeting rooms, and gather materials and equipment; collect feedback from participants.

Develop and maintain a network of professional contacts, coaches, etc. to recommend as external consultants and/or trainers for specified topics.

EMPLOYEE RELATIONS

Serve as Assistant District Complaint Coordinator by assisting the Executive Director of HR in the processing of employee grievances and complaints, following Board and administrative policies and procedures. Advise and assist supervisors and management with employee relation matters including proper supporting documentation, ensuring full compliance with employment laws and college policy. May be assigned as an investigator for Title IX complaints.

Guide college employees regarding employment, retention, performance improvement, and compensation.

MANAGEMENT

Manage assigned program areas on a constant and on-going basis by conducting research, preparing specialized reports, plans, etc. Draft operating guidelines and procedures. Review actions of others for compliance with policies, administrative procedures, etc. Identify areas needing correction, coordinating corrective action with employees, supervisors, managers, and administrators. Ensure compliance with affirmative action/Equal Employment Opportunity regulations and guidelines impacting assigned program areas. Provide expert guidance and assistance to employees, supervisors, managers, and administrators.

Supervise departmental staff, assign duties, monitor and assess progress, and conduct annual performance evaluations. Ensure ensure departmental staff participates in annual professional developmental activities.

EMPLOYMENT

Provide information and guidance to supervisor and/or department heads regarding procedures for completing paperwork to create, advertise, and fill jobs. Oversees the employee selection process. Responsible for ensuring policies, procedures, and state and federal laws relating to employment are followed. Oversee and evaluate staff orientation sessions for selection committees, outlining HR staff responsibilities and policies and procedures to follow and revising as required. Reviews and approves all job descriptions, postings, and hiring proposals.

Responsible for sending out Job Announcement, Offer Letters, and Contracts.
Responsible for the maintenance of the Applicant Tracking System and the Electronic Records System. Implements changes and resolves issues through case management.

SPECIAL PROJECTS
Coordinate a variety of special projects by assuming responsibility, as directed for designated special projects and committees; create plans and time tables for implementation of special projects; assign task responsibilities to HR staff or committee members; assess progress and provide regular status reports. Serve on and/or chair committees.

Coordinate the annual service awards ceremony. Reserve location, obtain catering quotes, create and mail invitations, create certifications, order award selections.

Supervise and support the administration of employee benefits, including employee insurance, enrollment, claims resolution, disability and leave coordination, forms processing, and workers’ compensation claims.
Process bi-weekly New Hire Report to the Attorney General.
Process/respond to Unemployment Claims. Attend Unemployment Hearings and appeal determinations as necessary.

Assist in the development and execution of the Human Resources budget. Approve and manage expenditures within the approved budget.
